I want to know some information about the admission in the university of Colorado Denver MSA program, anyone could help please?

I don't think it's advisable to chance it anywhere with a 400 GMAT, even for MSA/MAcc/MPA programmes at smaller schools. I also recommend retaking, with a 3.0+ GPA in English, you should at least be able to improve the V section pretty easily.

Retake the GMAT. You can definitely do better than a 400, and with a few hundred more points, you might even get a scholarship offer!

I wouldn't recommend risking it.
