Agree with B. But I have a Question.

Is there any difference between the following? Whis one is correct/better or Are they the same :roll:

....but in 2002 New Mexico began granting prescribing privileges

....but in 2002 New Mexico began to grant prescribing privileges

I think "forbidden" and "granting" are the participles here and they need to be in the aprticiple form to stay in parallael.

Can someone explain why A, C, D, and E are incorrect? I am still unclear on whether "forbidden from" is wrong.
