(B) Unlike customs officials, who interview passengers when -  correct 
(C) Unlike customs officials  interviewing passengers  -  it seems that the sentence only refers to those officials who interview passengers .
(D)  Dissimilar to customs officials , interviewing passengers -  ackward 
(E)  Lacking similarity to customs officials , who interview passengers when -  ackward and wordy

mmm I don't think so. I think that it changes the sense and meaning of the sentence. Remember that GMAT also evaluates that aspect :-D

(C) Unlike  customs officials interviewing  passengers -  compares action of costumes official and ticket booking agent 
(D)  Dissimilar  to customs officials, interviewing passengers -  Dissimilar is wrong use 
(E)  Lacking similarity  to customs officials, who interview passengers when -  Lacking similarity is wordier

My answer is C, the verb 'interviewing' has to be parallel to verb 'reviewing'.

In this SC, the comparison is between custom officials and agents, there is no parallelism martker present.In most cases there is a parallelism marker that indicates that parallelism is to be maintained
