A. the botanical gardens have an expansion plan that is more modest in scope. —> wrong comparison between plans and gardens
B. the botanical gardens planned a more modest expansion.—> same as A
C. the plans that are more modest in scope are those of the botanical gardens. —> too wordy
D. those for the botanical gardens are more modest in scope. —> correct
E. the expansion plans for the botanical gardens are more modest in scope than those. —> same as C

Expansion plans should get compared with expansion plans but not gardens. So we can eliminate option A and B.

I am not able to find the exact reason why option C is wrong. but it doesn't seem correct.

In option D, 'those' is correctly referring to 'expansion plans'. therefore this option seems right.

In option E, the only problem is in the last part than those. The sentence starts with unlike which indicates a comparison so we can not introduce one more comparison in it.

Can anyone clarify what is the grammatical issue in option C.

Hi Smita, at the very least, C is not as concise as option D.

Also, C uses the phrase those of the botanical gardens (implying plans of the botanical gardens). This is not a correct usage, since plans are for botanical gardens (or for the city zoo), not of the botanical gardens.

Plans of the botanical gardens would in some ways suggest that the plans belong to the botanical gardens; clearly not correct.
