Police is plural and therefore the use of the singular 'is' is wrong.
B. the police are out in
Corrects the initial mistake by using the plural 'are' instead of 'is'.
C. the policeman is out in
'Policeman' does not link back to 'them' accordingly. 'Policeman' is singular, whereas 'them' is plural.
D. the policeman is out by
This choice has the same error as above, and also uses the incorrect idiom 'out by force' when the correct idiom is 'out in force.
E. the policemen are out by
While this choice does correct the error seen in the previous two choices by using the plural 'policemen', it does still use the incorrect idiom 'out by force' instead of 'out in force'
