IMO B . Here the sentence states general observations . So first of all the grammar must be in present tense . D says “ have been” which means they have been able to in the past and ongoing in the present but not say about future. So the general fact tone is destroyed here. First of all delivering new looks enable the retailers that must be mentioned precisely and “able to respond “ doesn’t do justice to the “enabled” . :) What is the source ?

Okay. But if they're both in the participle modifier, then why is there a comma between the two elements "respond" and "stay"? (Answer: Because the comma concludes the participle phrase, and "stay" is not a part of it and therefore cannot parallel "respond.")

Also, the "them" in B isn't the world's greatest pronoun, right? Couldn't it refer to either the "fast fashion clothing retailers" or the more-proximate "looks"? I might not kill it for this alone, but it's not ideal.

Also also, are the media events fluctuating? Because "fluctuations in demand and media events" is pretty ambiguous in that regard -- putting the prepositional phrase in the first half of the compound can sometimes be bad form in this regard. Note how D fixes it just by switching it: "media events and fluctuations in demand" is crystal clear.
