A is correct.
All the other answers are redundant. 'Recent' already makes reference to 'time' - no need to mention 'time' again. In answer D - 'up' at the beginning of answer is redundant also.

B. During recent times, the Inuit people lead a nomadic existence,
sheltering. (During used incorrectly .Duting + Time Period is correct)
C. In the times that are recent, the Inuit people led a nomadic existence,
sheltered. (Awkward)
D. Up until recently, the Inuit people, leading a nomadic existence,
have sheltered. (Up incorret ,The sentence means that they are living as of now also ,changes meaning of original sentence)
