I do not think A correct. Until recently ... LED ...: verb tense problem? D: Up until recently : awkward Others are wrong. So there is no correct answer :D
Up until" is wordy and informal. But worse, the present perfect "have sheltered" is simply wrong. "Until recently" means that they lived that way in the past, but they do no longer.
