First off, a 650/Q49 is a strong score (it's right around the 80th percentile overall), so it could be enough to get you into your first-choice School. As such, a retest might not be necessary. Depending on the Schools that you plan to apply to, you would likely find it beneficial to speak with an Admissions Expert about your overall profile. There's a Forum full of them here:

Studies:
1) How long did you study before each of your Official GMATs?
2) What materials did you use for each attempt?
3) On what dates did you take each Exam? How have you scored on each of your GMATs (including the Quant and Verbal Scaled Scores)?
Goals:
5) When are you planning to apply to Business School?
6) What Schools are you planning to apply to?
If you'd like a more detailed analysis of your score results, then you'll have to post the FULL ESR. As an aside, with a V31, your biggest 'issue' in the Verbal section was NOT hard questions. You would have missed out on a bunch of 'mid-level' questions that would have netted you some significant points if you had answered them correctly. It's likely that you're "narrowing the answers down to 2 choices and then 'guessing'" far too often in that section.
