Depends on how bad the photo is. If you can't make out the person in the photo as being YOU then it could absolutely cause a problem. Most passport photos are perfectly done b/c there are certain requirements that need to be met by the passport photo taker otherwise the passport won't even be made. So the fact that the photo has issues is strange, unless the problems came about after the passport was made by damage or something. If that is the case then I'm sure the test proctor will be quite suspicious b/c this would be a way to cheat and have someone else take the test for you. That's why I think this could def be a problem
