Pretty limited info here but the focus on the health sector makes sense given your goals...have you been promoted? had leadership experience? awards / accomplishments? international exposure? If so, make sure you highlight those in your CV and other application materials.
Your GPA is a little on the low end but the Biotech focus is great. Your GMAT is strong but will put you at the lower end of the pool of applicants from India with technical backgrounds. So, I agree with your strategy of applying to safer schools. It's really difficult to predict where your chance of scholarship is best, but you may be able to find some stats out there on % of students that receive scholarship awards, or average amount of awards, etc. A basic rule of thumb is to target schools where your GMAT is significantly above the school's average (i.e., 30 or more points higher).
Some schools worth considering (because I believe they have strong healthcare management programs): Emory Goizueta, Vanderbilt Owen, Wisconsin, Minnesota, UNC Kenan-Flagler, Duke Fuqua (though this is more of a stretch), BU Questrom, ASU Carey, Johns Hopkins Carey.
That's a long list, so you'll need to do some more research on their typical class profile stats, course offerings, and fit with your preferences.

GMAT - 700 46Q, 40V
Education: M.tech + B. Tech - avg cgpa 6.5 or 71%; Biotechnology; Avg Indian Engineering College
Reasonable amount of work with an NGO i have been associated with for past 1.5 years but absolutely no other extra curricular. Am a female and I have worked with KPOs, focussing on health industry research. Currently I work for a global executive research firm for the health sector again. I wish to apply for Healthcare Management proframs in the US and need to shortlist schools that provide me with scholarship. I would prefer to apply to safe schools given I just have 4 weeks to finalise my essays and applications. Any help would be much appreciated!
