This is a good question for an immigration attorney or an immigration forum that does this type of stuff all day long.
1. There is always a bit of risk with going back to home country to get the F1. it is very small and minor but having been in your shoes, I was always a bit nervous going to the embassy. I never heard of it not working out for F1 but who knows.
2. It is doable based on what several other folks have done. I don't think there is any issue with COS petition but you want to consult an attorney to be safe
3. You should be in a better situation than people coming from their home countries. Should be easier and faster.
