My answer is (C). It took me 03:21.
The sentence writer seems to mean:
Urine test is a commonly employed drug test.
Blood test is a commonly employed drug test.
Urine test is both inexpensive and easy to administer.
(Is Blood test also both inexpensive and easy to administer? Maybe. Maybe not. The sentence is not clear on this front. )
(AB) can be eliminated because they are essentially identical. We cannot have two correct options, so neither can be the correct answer.
In addition, "they" does not have a meaningful antecedent.
Or: If we remove " like blood test," the meaning of "they" is no longer clear.
(DE) The placement of "like blood test" is suboptimum. It should be placed right after "urine test".
