Hi.. I was reading The Economist and came up with following news - "In a referendum, Italian voters rejected constitutional reform put forward by Matteo Renzi, the prime minister,
which would have weakened the Senate in order to ease the passage of laws and given the federal government more power."
Now in this statement, I am not sure how "which" fits in.. I know it is modifying the "reform", but in what cases we can use construction like this.
As per my understanding which should refer to immediate noun/pronoun... By that logic, it seems Renzi would have weakened the Senate.
Also it does not look like a Absolute Modifier, unless I am missing. (Noun + Noun Modifier)
