Because city council members in small towns are intimately acquainted with the public they serve, they clearly have a more difficult job than city council members in larger cities.
The conclusion above rests on which of the following assumptions?

Managing the affairs of a large city requires a more significant time commitment than working directly with the public. C. City council members in small towns are often related to a certain percentage of the population, making them intimately acquainted with the people they serve. D. Residents of small towns often attend city council meetings to present their concerns. E. City council members in large cities rarely engage the public directly.
I think the answer should be E: the conclusion is their job is harder than that of city council members in larger cities. The implied difference is that councils in the larger cities are not intimately acquainted with the public so their job is easier. If the sentence ended with "they clearly have a difficult job", A would definitely be correct.

Let’s do the assumption test. City counsil members in large cities often engage the public directly. Our conclusion can be still true. This answer only strengtens the conclusion, buti t is no an assumption.
Working directly with members of the public is not the one of the most challenging aspects of serving on the city council. Our conclusion falls apart.
