I think the answer should be E: the conclusion is their job is harder than that of city council members in larger cities. The implied difference is that councils in the larger cities are not intimately acquainted with the public so their job is easier. If the sentence ended with "they clearly have a difficult job", A would definitely be correct.

Let’s do the assumption test. City counsil members in large cities often engage the public directly. Our conclusion can be still true. This answer only strengtens the conclusion, buti t is no an assumption.
Working directly with members of the public is not the one of the most challenging aspects of serving on the city council. Our conclusion falls apart.
I hope A is the correct answer.
