The OA seems wrong.
Because city council members in small towns are intimately acquainted with the public they serve, they clearly have a more difficult job than city council members in larger cities.

I think the answer should be E: the conclusion is their job is harder than that of city council members in larger cities. The implied difference is that councils in the larger cities are not intimately acquainted with the public so their job is easier.
If the sentence ended with "they clearly have a difficult job", A would definitely be correct.
