There are many benefits to timing your practice, including:
A citizens’ group in State X is pushing legislation to have mobile phone use banned during driving. Leaders of the group are concerned that talking and text messaging while operating a motor vehicle has led to many injuries and to damage of state property.
EACH of the following is a piece of evidence the group could use in support of its position EXCEPT
a) statistics on how many licensed drivers own mobile phones
b) police accident reports stating that mobile phone use was a cause of a collision
c) scientific studies stating the effect of divided attention on motor vehicle safety
d) pamphlets from other citizens’ groups urging drivers to turn off mobile phones in traffic
e) testimonials from drivers who have been injured in accidents involving mobile phone use
I picked a). But the correct answer is d). I can't seem to find a) being useful at all in supporting the legislation. The stats alone cannot tell if the drivers actually use the phones while driving - besides, almost every one is a driver, and almost every one has a phone. For d) I find it supporting, because passing legislation is a political event which requires the support of lobbying groups. If it is shown that a large voting body has decided to support a cause, it is apolitical not to support it in the legislation.

a and d was a tie for me. i chose d because the statstics of licenced drivers owning mobile phone could be used as a data that these people could be prone to accident. so the left out option comes d
