AkshayMetha First we understand the passage-
  • Campaign funded by tax on tobacco/nicotine products purchased in town
  • Conclusion: Campaign will be self-sufficient as long as teen vaping is a concern
Now what's the question asking? - Most strengthen - means we need to make the conclusion stronger.
Why option A is correct-
The councilperson assumes that tax revenue will keep coming because people will keep buying tobacco products in town. But what if residents start buying from outside the town? Then no tax collection, no funding, campaign fails.
Option A directly fixes this gap - residents do not purchase from other localities. This means tax revenue stays in town and the campaign remains funded.
Now addressing your doubt: You are saying - "What if they bought from outside last year too and same continues?"
What’s the problem - if they are buying significant quantities from outside, then tax collection will be very low. The campaign cannot be self-sufficient with weak tax revenue. The councilperson's conclusion needs strong and consistent tax collection, not just any small amount.
Option A strengthens by keeping the tax revenue source secure in town.

Choice A feels difficult. Because it states that - Residents of the town in question do not purchase tobacco or nicotine products in any significant quantity from other localities. What happens if it does? Say, residents do purchase significant quantity from other locality outside town. Even last year and same continues going ahead as well. And if last year the campaign cost was recovered from whatever collection that happened out of taxes on tobacco, even this year could same happen. Whether or not significant purchasing is done from other locality or not. I dont think the statement strengthens the logic in any way
