kartickdey let me try my hand at explaining why Option D is not correct. And frankly speaking you are right at pointing the difficulty in understanding the explanation of Option D. I also didn't understand, but here is my reason of elimination.

D. Any short term disruptions caused by switching suppliers will not permanently diminish the willingness of manufacturers to produce goods domestically.

Negation of D

The short-term mess of switching suppliers WILL permanently make manufacturers less willing to produce goods.

Here the option talks about willingness to produce or not produce. Even though these manufacturers are not willing, can't the difference created by increasing the tariff make them produce the goods because they are getting the raw material at a lesser value than earlier? So this negated version is not affecting the conclusion that local production will revive.

I could not understand the reason in the explanation part why option D is wrong. In the explanation it is stated that some manufacturers may be discouraged but the rest may still switch but in the option D, only "manufacturers" have been mentioned; nothing has been indicated that all the manufacturers will not be discouraged.
