Here answer is B.
As "demanded" is an imperative form of verb....
So, it will be followed by +that+base form of verb(meet)

Demanded is a bossy verb.
This case will use the structure of subjunctives.
Subjunctive follows the structure: Demand/Request + That + Subject +Subjunctive
Hence OA is B

Ans will be B,
Reasons-
The word DEMANDED is a subjunctive. So, it follows two rules
1. Subject + subjunctive verb + THAT + subject + base form of verb.
OR
2. Subject + (subjunctive verb+ing) + infinitive.

Now looking at the options -
A. we are using an infinitive verb "to meet", so it should have been backed by subjunctive+ing which is not the case in the option, hence A is incorrect.
B. Perfect use of subjunctive + That + base form of the verb. Hence correct.
C. The subjunctive verb DEMANDED is followed by that, but then it is followed by the verb MET which is not the base form. Hence incorrect.
D. All are not correct
E. We have a correct option B, hence this is also eliminated.

Hence answer is B
