A is not sufficient alone because packages may be different sizes. B is not sufficient alone because it only gives the different sizes.
Both A and B work together so the answer is C

Let turkey be A
And Beef be B
(1) The price for a package of ground turkey is 30% greater than the price for a package of ground beef.
There are two scenarios:
1) A package could have more weight than package B that's why it's the price is more. Or,
2) A package price is higher and has less weight in it than Package B.
(Not sufficient)
(2) A package of ground turkey weighs 25% more than a package of ground beef.
But this option doesn't talk about the price, which is asked. (Not sufficient)
Combining both,
We can say that package A does have more weight than package B, but not to the extent that the price/quantity is higher in package B.
So if package B has 1 pound in it and cost 100$
Package A has 1.25 pounds in it and costs 130$ dollar.
Hence price of turkey for the similar quantity of beef is higher. (Sufficient)
Answer is C
