When is who used in a sentence after comma
Hi Rishav, this usage would typically be a relative pronoun used as a non-essential modifier.

For example,

Rishav, who is preparing for GMAT, had a question about "who". :)

Our book EducationAisle Sentence Correction Nirvana discusses relative pronouns and non-essential modifiers. Have attached the corresponding sections of the book, for your reference.
