Since your Verbal Scaled Score has remained almost exactly the same, the likely explanation is that you haven't really learned/practiced any Verbal tactics - you've just run through 100s of Verbal questions in the same general ways as before (and hoping that you can learn the patterns on your own and self-teach your way to higher Verbal score).

The Verbal section of the GMAT is just as standardized and predictable as the Quant section is, so you CAN train to score at a higher level. From your experience, it seems likely that "your way" of approaching your studies just doesn't work, so you'll have to learn new ways to approach the process. Since you've used so many different books, you will likely find it more beneficial to work with computer-based resources that will teach you the tactics and talk you through how to consistently use them.
