Yeah--I don't necessarily think it means you can do it before they make a decision. Otherwise people would never waive their right and would be calling the Admissions office up and revoking recommendations they didn't like and requesting new ones, which I imagine would be a logistical nightmare.

As per one of the recommendation forms I submitted, the form says, If you do not waive rights then you have an access to the recommendation when you actually attend the college.
