I have taken the GMAT twice and am frustrated with the lack of improvement in between attempts despite the additional effort that has been put in. I don't want to believe that this is my plateau because some of my recent practice tests have been great (700-760 with verbal in the 35-40 and quant in the 46-51 range for my last 5 which gave me the confidence to do the second attempt that didn't turn out the way I wanted). I want to retake one more time for good measure because of the encouraging results from the practice tests. If anyone else had a similar experience or recommendations to overcome the 700 barrier, particularly in improving the verbal section...please help!!
March 2011 - 650 (47 Q, 33 V)

I'm going to admit that I was actually shocked with the second result given the improvements I had achieved in the practice tests. During exam day I had time management issues with the Quant section, but not the Verbal which further added to my surprise when I received the disappointing result.
I'm a female native English speaker with an engineering background from Canada and wish to apply to the top 15 (Wharton, CBS, Booth, Kellogg, Johnson) schools which is why I'm so persistent in trying to get to 700. I'd like to apply for round 1 in the fall which leaves me with little time. I'm also worried that even if I do get 700+ on my last attempt that the adcom may consider the last score a lucky score or a result of spending a year of my life on this which will make it look less impressive.
Please let me know your thoughts on how I should change my strategy or study plan to improve my score by September!

There are various ways you can use to practise for your GMAT. It could be combination of online classes, coaching institutes, practise books and even smart phone applications. Having this combination will be giving you access to different styles and it won’t be monotonous for you. Also it would help you in finding out if there is actually a pattern or not so you can improvise accordingly.
Dedicate some time to study daily through these different methods. Probably practising the tests will help you gauge your performance and you would know if you are satisfied with your score or not. You are right at aiming for a score of 700 as this would be needed.

Indeed, you do need to focus on verbal--it's the most important part--particularly when you are aiming for the 700+ range. The reading comprehension section is particularly important.
Perfect GMAT Verbal Score
If you score 99th percentile in Verbal (49V), and your Quant score is…
39M = 57th percentile = Total (730, 96th percentile)
41M = 63th percentile = Total (730, 96th percentile)
43M = 70th percentile = Total (740, 97th percentile)
Notice it does not matter how many extra points this student can get on quant. In the end, her score is around the same score of 730 whether her math score is 39 or 43. Doing well in Verbal pays off!
Now is the opposite true? What if a student scores outrageously well in Quant but average in Verbal?
Perfect GMAT Math Quant Score
If you score 99th percentile in Math (51V), and your Verbal score is…
30V = 57th percentile = Total (670, 85th percentile)
32V = 65th percentile = Total (690, 88th percentile)
34V = 70th percentile = Total (710, 92nd percentile)
Notice doing extremely well in quant does not guarantee you a good score. In fact, an average score in the 57th percentile for verbal and a perfect quant score only give you a (670, 85th percentile). Doing well in Quant is good, but not as good as doing well in Verbal!
Let me say that again:
Doing well in Quant is good, but not as good as doing well in Verbal!
So yes, focusing on the verbal section for your given situation is the right thing to do.
