Hi
A fraction is terminating, if the denominator has only 2, 5 or both 2 and 5 as prime factors.
If you check the question that you have mentioned, Choice E is the only option that has 2 as the only prime factor that is 2^8.

You should read gmatclub math book. It will help you get hold of small but important concepts like this one.
