Hi
A fraction is terminating, if the denominator has only 2, 5 or both 2 and 5 as prime factors.
If you check the question that you have mentioned, Choice E is the only option that has 2 as the only prime factor that is 2^8.
You should read gmatclub math book. It will help you get hold of small but important concepts like this one.

Terminating decimals: 1/4 = 0.25
Non Terminating Decimals: 1/3 = 0.333333
Nos which produce non terminating decimals: 3, 7, 11, 13 .. and their multiples.
Just break the denominators and find out which of these contain these numbers.
A. contains 3
B. contains 7
C. contains 3
D. contains 3
E. Does not contain any such number.
