She will be leaving shortly and
She is going to leave soon.
Posted from my mobile device1. I believe when we say "Leaving shortly" , we mean leaving within minutes or hours. Not one or two days or week.
Train will be leaving shortly. It means train will be leaving within minutes or in an hour.
2. When we say "Going to leave soon", it means she may take one hour, one day, one week.
She will be resigning shortly. ( May be in an hour or in minutes or today itself).
She is going to resign soon. (May be in a day, or a week.)
Word "SOON" gives an impression of more time in hand than the word "SHORTLY" does.
