Honestly, I'd spend both hours reviewing, no question. I made the new-questions-are-progress mistake for about six weeks before my score actually started moving, and looking back it's kind of embarrassing how long it took me to notice.
What changed things for me was timing my review, not just doing it. I'd rework a missed question cold, no notes, and if I still couldn't nail the logic in under 90 seconds I knew it wasn't a careless slip, it was a real gap. Those went into a running list by category (mostly DS traps for me, I fell for the same "not sufficient because it feels incomplete" trap constantly).
Two hours of fresh questions just adds more data points to a pattern you haven't fixed yet. Two hours of review actually breaks the pattern. I only went back to heavy new-question volume in my last two weeks, once the recurring errors had mostly dried up.
So yeah, review wins for me. New questions are great for building stamina and pacing later on, but they're not what moves the score in the middle of prep.
