Right now, I'm leaning towards giving my notice on Friday, April 5th. It ensures points (1) and (2) happen, and gives my employer 3 weeks notice. What do you guys think, is that enough lead time?

Unless your company has a policy for how much notice you need to give, 3 weeks seems pretty fair.
Agreed. If you really wanted to give more notice, you could let them know as soon as your paycheck is locked in. For example, mine is finalized by payroll the Tuesday before it hits my account (Friday). Not sure if your company is in any way similar.
