I think it is a combination of things. It is people who have lower GMAT scores are playing with the GRE and are avoiding the axe that way. This allows schools to create a selective picture of the best applicants by waving scores for some and replacing others with the GRE scores.
This is the reason you see all of the state schools with the lowest increases since they are limited in terms of their ability to do some of these creative statistical improvisations. Take a look at Haas for example.
