While the author offers a justification for the FAA’s position on lap children, she does so in order to support her broader point, which is that the agency is able to balance its responsibilities.

Yes, the primary concern is to defend, but this question asks something else. Why did the author mention "cost benefit analysis"? If the question was "why did the author write the 3rd paragraph, than I would answer E.

As per my logic, the author mentioned "cost benefit analysis" not to define primary concern of the passage. The author mentions this to tell us that this analysis took place and the critics just misunderstood how and why the FAA takes it into consideration. For this reason, B seems to be the more correct answer to me.

I would be glad to hear others' thoughts.

As to why B is not the answer in Q2:

By showing that the cost-benefit analysis (which links promotion to safety) is a valid tool, the author is defending the FAA's right to keep that entire list of responsibilities. Option B does not match the tone of the last paragraph in which author is defending instead of just explaining.
