How do we reject D in Q1? I think it is also correct

In a large number of cases the incentive for the acquisition or merger of competitive enterprises producing similar products was to gain more effective control of "output", price, and markets.
You’re right that output is listed as a goal. But the passage links successful horizontal combination specifically to establishing centralized administrative control. Output is what they want to control; administration is how they achieve it. The question asks what it’s associated with, and the passage stresses administration as the key to success. So C is correct, not D.
