Hi Vaishali,as far as I can infer from the passage, author has strongly suggested that one should find a balance between cosmopolitanism and nativism. Therefore,I can say that author has not shown any kind disapproval(because he accepts it's presence and suggest to find a fine tuning between conflicting ideas). Also,there is no reluctant. He utterly accepts it.
Therefore,only option which goes with author's reasoning is B (general approval).
