The Arecibo Observatory, near the north shore of Puerto Rico, is a key component of Cornell University’s National Astronomy and Ionosphere Center (NAIC). In a joint venture with the National Science Foundation, the observatory exists to provide observation time and support for scientists worldwide. A panel of judges determines the “most promising” research proposals among the hundreds that are presented to the observatory each year. Those scientists are invited to Puerto Rico for viewing time on Arecibo’s giant telescope.
Scientists who visit the observatory are typically involved in one of three studies: radio astronomy, which is the study of natural radio energy produced by faraway galaxies and stars; atmospheric science, which is the study of the Earth’s upper atmosphere, including its temperature, density, and composition; and radar astronomy, which is the study of planets and their moons, asteroids, and comets. The enormous telescope assists with all three studies.
The Arecibo telescope does not resemble what most of us think of when we hear the word telescope. Its reflective surface covers a remarkable 20 acres. Dangling above it are towers and cables, sub reflectors and antennas, all of which can be positioned using 26 motors to transmit radio waves and receive echoes with astonishing precision.
Arecibo has been the site of hundreds of fascinating discoveries. Among these are the rate of rotation of the planet Mercury, determined two years after the telescope launched in 1963; two new classes of pulsars; and the first planets ever spotted outside of our solar system. Today, one of the most important goals of the observatory is to document and quantify global climate change by monitoring changes in temperature, hydrogen composition, and wind fields in the ionosphere.
Although at one time, scientists had to travel to Puerto Rico to share viewing time on the giant telescope, today there are new protocols that enable remote viewing. At the University of Texas at Brownsville, students are helping to design a remote-control command center that will control the positioning of the telescope from 2,000 miles away. Students and professors will use the command center to study radio pulsars, rotating neutron stars that release radiation in regular pulses.

Well Option B is stated explicitly in the passage that scientists have to travel and this command center will avoid it.
Although Option A could be inferred, option B is much more suitable and explicitly stated than Option A.
