The contrast here is even though the Carlton office has only 1/4 of the total staff of the company, it generates majority (maximum) sales.

"With" does not indicate any contrast and hence is incorrect.

I think the above statement would mean something like this, 
Carlton regional office had a greater sales force but opted to work only with a quarter of it

whereas the meaning that makes sense is, the Carlton office actually accounted for only 1/4th of the total sales force

so D is the only option which shows the contrast

Hey fozzy, as we can see that the sentence contains only, this means that it is having lesser workforce compared to some else workforce, hence we need to use comparison in this case, so only D is the option left.

I picked D too, but I think D is the best of the worsts.

Although + Verb-ing (gerund)  is not formal-written in GMAT. The correct structure should be " Although + Subject + verb ".

Anyone can shed the light on.

The construct "Although + Verb-ing (gerund)" is used also in official questions.

Do not base your decision on the "structure": " Although + Verb-ing (gerund) " and " Although + Subject + verb " can be both correct.

Ask yourself: what is the correct  meaning  of the sentence?

All options but D do not convey the correct comparison/contrast or are logically wrong, take A for example:

Being  only a quarter of Axleton's total sales force, the Carlton regional office (...). The Carliton is not a quarter of A total sales...

Thanks Zarrolou. I realize that I only touch the surface of Sentence Correction. The first and most important thing is Meaning, structure/grammar should be the second priority. In most cases I picked wrong answers because I'm not sure the intended meaning.
