"when" is for periods of time (1980, industrial revolution, doom's day, etc).
S-V agreement is right in E.

isn't 'Decreasing available grants' singular?if so, the verb should be 'brings' and not 'bring' as in E...
but, E still sounds good with 'bring'...why is it so?

You forgot the might of the "might" :) . might is being used to indicate possibility..

Please explain how to identify that "Decreasing available grants" is a phrase that need singular verb. but "increasing patients in hospital show (plural) the covid case is increasing.

Any way to differentiate the same.
