But, between D andE, I felt the subject being " Decresing avialble grants" which is a phrase, will be singular and will need a singular verb " Brings" and choose D, though it sounds a bit akward compared to E. The OE is E.
Can some one please explain about the subject verb agreement in D and E.

D distorts the meaning:
D. if not alternatively relieved by subsidies, possibly brings about. -alternatively relieved seems to suggest that grants are replaced by subsidies once, then not relieved, then relieved and so on. (relieved on each alternate occasion). This doesn't make any sense.
E. if not relieved by alternative subsidies, might bring about => winner.
