I have seen usage of "means of" & "means for" in GMAT SCs.
means of: a kind of, Ex: Jogging is a means of exercise. (Jogging is a kind of exercise)
means to: method to, Ex: Dieting is a means to reduce weight. (Dieting is a method to reduce weight).
In this Q: IMO contenders are A) & E).
i hope experts can shed some light on this.

This question seems to hinge mostly on idioms & word choice (not a super common combination on the GMAT). The correct idiom is "means of" (ie method of as noted by the other post), so we have A & E. For word choice, the GMAT prefers an adjective "disposing" over a noun "disposal". Also, the word combination "of disposal of" is awkward and the 2nd of is unnecessary as you see from the correct answer E (perhaps a bit of concision here too).
