IMO A...

A. and, as a result, one index of their activity has dropped to a level they have not reached -- Seems to be correct

I had doubt between A and D

D. causing one index of their activity to drop to a level not reached

This -ING modifies previous clause but there is no subject in second half

It is incorrect to use they in A.

The specific reason in this case is because their is already used previously in this sentence. Also, they may refer to Unit States manufacturers

My approach is a bit different A,B,C use has , and I guess mensing wise past tense is preferred ,so between D and E , there is ambigiousy in E

Hence IMO D
