Is there any transcription error? What is the meaning of---- the recession of then years earlier? --- Is it actually ----- the years earlier”?
A. and, as a result, one index of their activity has dropped to a level they have not reached ---- The antecedence of - they - is dubious. It must refer to the manufacturer, the only plural noun. In that case, the choice is comparing index, an inanimate factor, with they, living people. Wrong comparison.
B. with one index of their activity dropping, reaching a level not seen --- with one index dropping willl imply that both happened simultaneously; in reality the dropping was a result of the cutting – distorted meaning’ grammatically too, with is used more with physically identifiable things
C. with one index of their activity that has dropped to a level that had not been reached---- essentially same flaw as in B
D. causing one index of their activity to drop to a level not reached --- the best
E. causing one index of their activity to drop, and it reached a level it had not seen --- the problem of the antecedence for the pronoun-it Does it refer to the index meaning that the index reached a level that the index had not seen; illogical; it should say the index reached a level that others have not seen
Generally, why is the text calling it ---one of their activity --; grammatically one of their activities will be a better diction, since one implies that are more activities too. Activity is also countable. We can rightly count them as one activity, two activities, three activities etc. Very strange it is. Of course this has nothing to do with the context on hand, as all the choices indulge in that grey area.

instead of "the recession of then years earlier?" --- it is actually ----- ten years earlier
