The incorrect part, when looking at the options, is not correctly underlined in the question. "Their" in the second clause shows that the subject should be plural, victims, and we would use retain with the plural subject. This rules out A and B, C incorrectly uses present continuous whereas D doesn't fit in the whole sentence. Hence, the answer E.
