Please shed some light on that.

The prospect that fairly constant oil prices will remain improved when the CIA reported that Soviet oil production
for the next decade will be greater than earlier estimates had indicated.

a.that fairly constant oil prices will remain Incorrect. if we negate the prospect "fairly constant oil prices will not remain". Does it mean oil prices will not remain at all or oil prices will not remain constant. There is a meaning issue in the prospect as per this sentence.
b.for fairly constant oil prices to remain. Incorrect. Prospect for is wrong. It should be prospect of.
c.of oil prices to remain fairly constant. Incorrect. "to remain" is incorrect.
d.for oil prices that remain fairly constant. Incorrect. Prospect for is wrong. It should be prospect of.
e.that oil prices will remain fairly constant. Correct The sentence gives the proper meaning of the sentence.

I guess "Prospect for" or "Propect of" should be followed by a noun and "prospect that" should be followed by a clause..
