Edward de Vere, 17th Earl of Oxford, wrote the plays and poems traditionally attributed to William Shakespeare
traditionally attributed = the plays and poems are according to tradition attributed to William Shakespeare
Edward de Vere, 17th Earl of Oxford, wrote the plays and poems attributed traditionally to William Shakespeare
attributed traditionally = as if there is a traditional way of actually attributing things

there is no such distinction !! the fact is that "traditionally" is an adverb and it must QUALIFY the verb and hence must come before the verb "attributed"
