I will say C for the following reasons:
1.) The dependent clause at the beginning of the sentence should modify Jessica, not her veterinarian (eliminate A)
2.) The description of the cat is a modifier that should be placed closest to the word 'cat' (eliminate B)
3.) I don't know if D and E are grammatically incorrect, but they sound awkward and wordy. The cat modifier is too long to not be separated with commas. I also think "persuade X to Y" is preferred over "persuade X that Y" + passive tense
