too easy modifier based sentence question.cost of living cannot be known as the capital of sth............thereby ruling out A, B and C.
in terms of makes choice E as wordy and redundant.
D emerges out as winner.

A & B are out as they are wrongly referring to "the cost of living" instead of a place. We need a name of a place (San Francisco) after comma.
C is out as "San Francisco’s cost" is a possessive noun. It should be "San Francisco".
E is out as "San Francisco" is not higher but the cost of living there is higher.
