Isnt the bolded part an action? And it is the actionwhich has increased the number of breeding pairs not the loon pairs...

Can smone please explain?

The bolded part is a clause
Five new loon pairs -----> Raised chicks
Who raised the Chicks??Five new Loon pairs
What did Loon pairs do?? Raised
The result of this action is expressed using Verb-ing Modifier

Verb-ing modifier after the comma can give the result of or Additional Information on the preceding clause.

OFFICIAL EXPLANATION:



A. This sentence-correction question tests your knowledge of verb forms and grammatical construction. You’re not dealing with word choice, because all the answer choices include a form of the verb to bring. Choices (C) and (D) introduce the pronoun it, which has no clear reference, so they’re not right. Choice (B) applies a singular verb to a plural subject. Choice (E) includes and, which would make the comma in the non-underlined part of the sentence improper. The sentence is best as is.
