My question is : In the C answer choice, why are we using present perfect tense "has also directed" when the event has already happened in the past and is not continuing in the present.

Please note that Eastwood is still there very much. Therefore, it is only correct to put his innings in the present perfect rather than in the past tense.

Could you please hide OA below the answer choices?
In C, his directing has a continued effect - he has directed in the past and this action still has an effect - he is still the author of the films.
Consider two sentences that refer to an action that was finished in the past:
1. "I saw the movie." suggests that you saw the movie at a specific time in the past. You just saw it. You might not remember what it was about, you might not remember the plot, the fact is that you watched it.
2. "I have seen the movie." on the other side suggests that you saw the movie at an unknown time in the past, but it still has an effect. For example, you might refuse to go to the movie with your friend because "you have already watched that movie."
"Had not appeared" in E is also wrong. It means, that the action ended before "he directed the movie"
In E, the meaning of intro -ING clause "in addition to directing" takes the tense of the core sentence "Clint Eastwood also directed". It appears that he directed "his stars vehicles" at some point in the past with no effect.
