D
Semicolon and FANBOYS conjunction are used to join two independent clauses. So A,B C and E can be removed. Only D remains which is an absolute phrase and is correct grammatically.

I choose C because this is the choice that shows contrast.

Definitely eliminate A&B at first. D&E seem wrong because too wordy.

First of all we can eleminate A, B and C - because of semicolon. Semicolon is used in complex sentences whith independent parts.
Here it is not the case.
A. ; - and
B. ; - while
E. ; - as
D. This one is a little tricky. Sounds not bad. But think, don't you sense something strange there? Yes, it was a number 90%, that fell to 20%. So what? Something is incomplete.
In C from the other hand has a complete logical sence. We have a contrast , but

I am rather skeptical about the OA. Is the sentence structurally parallel around 'but'? We have a verbed clause on one side and a phrase on the other. Of course. it might be logically ok because of the ellipsis. But parallelism relies upon structural parallelism heavily to achieve its logical parallelism.

In option C: after but there is no independent clause...how could it be the crct answer..D is the most appropriate one

Far from GmatNinja, but )

It seems to me that it is ok to show contrast here with 'but'. So there is no reason to eliminate C.
You can not select B, because there is ';' there, and it is used only for independent clauses.

A,B and E can be eliminated for the wrong usage of semicolon.

now between C and D, I chose D because in option C what is 20% in 1990?... not parallel as stated above already.
D makes more sense.

If we had not removed the ; in choices of A,B,D , would any of them have been a grammartically right structure
