A - present perfect tense ‘has led’ must be used.
B –Since NASA is currently on these projects, past tense cannot be used
C – Same as A
D – This option uses the right tense
E – Same as A.

since nasa began leading and continues to do so in the present hence the usage of present perfect tense.

Hi krisjoan,

The presence of the word "Since" at the beginning of the sentence indicates that the action started in the past and is still continuing in the present which mandates the usage of the present perfect.
