In the 1970's, food made up 14 percent of an average household's monthly expenditure; and 24 percent in the 2000's.

A. expenditure; and 24 percent in the 2000's
B. expenditure; in the 2000's the figure was 24 percent
C. expenditure, and in the 2000's 24 percent
D. expenditure, 24 percent in the 2000's was the figure
E. expenditure that rose to 24 percent in the 2000's


Rules as per my knowledge:

1.) semicolon is used to connect two "independent clause".
2.) ", and" is only replacement of semicolon.
3.) ", and" or 'semicolon" is used either is a list (more than two items) or to connect two "independent clause"




As per the above rules, I do not see any of the choices as correct. Please correct me if I am wrong.

I don't see any problem with B as the 2nd part is an independent clause. It has a standalone subject and verb
E is also not incorrect for this reason as it is one entire clause connected by that so both pass the 1) 2) and 2) rules that you stated

To answer your query, Option E incorrectly uses "that" to refer to extra information - the fact that in the 2000's the percentage of an average household's monthly expenditure that food made up was 24 percent; remember, "that" is used to refer to information that is needed to maintain the core meaning of the sentence.
