I have highlighted the part of sentence which can be corrected:

One error is enoug for eliminating the option.
A. SV agrrement. We are talking about iron and steel - plural, so we have to use "were", not "was". Out.
B. The whole sentence consists of two independent parts (before and after word "there"), each of them has to be a clause.
But look at B.
In 1907, India's first private sector steel plant opened in Jamshedpur, Eastern India and once canals and eventually railroads reaching into the region.
There is no verb here ----> it is not a clause ----> construction is wrong. Out.
C. "had been" is used when we want to show that something happend in the past before some event in the past.
But we got "substantial supplies of iron and steel" after not before "the canals and railroads reached". So the usage is wrong. Out.
D. Sounds awful. It seems like canals and railroads brought themselfes the substantial supplies of iron and steel. Out.
E. Sounds good.
