The noun phrase memorial to Victorian bad taste is modifying the temple. (The temple serves as a memorial(reminder) of victorian bad taste. ).

Since each of the two noun phrases has the same reference, a singular verb (was) is required!

If we do set it off by commas, the noun phrase (memorial to ....) becomes a non essential modifier. This phrase is required in the sentence to identify the temple and so we can't really set it off by commas, without changing the intended meaning of the sentence.

There might be many ugly temples, but here we are talking about the one which is both ugly and a reminder of bad taste.

1. Singular was is used if the brother and the editor are the same person, and plural were if they are two different people. (Depends on author's intent)

2. Beer from America and the Netherlands is much lighter than British Beers. Can be rephrased to -> Beer that comes from America and the Netherlands is much lighter than British beer.

The sentences are 100% correct. :-)

"Beer from America and the Netherlands is much lighter than British Beers. Can be rephrased to -> Beer that comes from America and the Netherlands is much lighter than British beer." rephrasing it definitely makes it singular, but that is not the point of this. As is written, that is, beer x and beer y are 2 different subjects.

"(Depends on author's intent)" hence the ambiguity..
