MANHATTAN REVIEW OFFICIAL EXPLANATION:



Choices B, C and E change the meaning by adding the words ‘alone’, ‘solely’ and ‘if only’. These choices imply that the Senator supports the legislation for only
one reason. It is possible that there are other reasons for the Senator’s support. ‘While’ introduces a contrast. There is no contrast between the Senator’s belief
and the basis for that belief. Choice A is the correct answer.

Although the new laws to protect children will be expensive to enforce, Senator Bailey believes that the laws are still practical, on the basis that child abductions should be prevented.

(A) on the basis that child abductions should be prevented

(B) on the grounds of preventing child abductions alone

(C) solely in that child abductions should be prevented

(D) while the abductions of children should be prevented

(E) if only because abductions of children should be prevented

Do not see how any of options except A can be the answer. They simply do not make sense.

I have a question, in choice A/B/C "child" is single form while "abductions" is in plural form, so is it right? I think it should be "children abductions", can anyone help to shed some light? Thx

When we see two nouns in a row like this, the first one is usually working as an adjective, and we don't pluralize adjectives. We say "plastic forks" and "trigonometry textboooks," not "plastics forks" or "trigonometries textbooks." We'd only pluralize the first word if it were integral to the meaning. For instance, you might say "I work in the plastics industry," since the industry itself is not made of plastic; it is the industry that produces different plastics. However, "child abductions" thankfully do not have to apply to more than one child in every instance.
